I can not confirm that, on Windows nor on Mac. Could you please post on which system this problem occurs? Do you use a FDT Standalone or eclipse installation?
Also could you attach a screenshot of your key binding preferences where this is set?

I am using Windows 7 "Ultimate".
Standalone or Eclipse: I don't know.

If I unbind "Toggle Comment Ctrl+7 Editing ActionScipt Source" it stops working; if I put it back, it starts working again. This is normal.

If I put in "Toggle Comment Ctrl+Shift+C Editing ActionScipt Source" it does not start working. This is a problem.

BTW Why is it "ActionScipt" and not "ActionScript"?

Ok now I see, the problem seems to be caused by the Category, it is supposed to say "Source" instead of "Edit". Unfortunately you can not edit that.

You can make it work by doing the following:
-unbind the current command that says "edit" on the Category section
-copy the one below and change "When" to "Editing Actionscript Source"
